When Outlook Express is opened it my look like the image below with no other sub panels opened. To open the side panel to view the folder list, click on the button circled below in your Outlook Express. View next image to see what it will look like.




Now click on the push pin pictured below in your Outlook Express to make this window part of your interface. The window will stay like this the next time Outlook Express is opened.
